Cap Space Ruining the NBA

Of all the sports, I enjoy basketball the most. I liked to play everyday when I was little, and still watch it on TV.  However, it has become apparent that about 1/3 of the teams are not trying to win this year, including historic franchises like the Knicks, Lakers, and Bulls. These teams, along with many others, are actively not signing good players in the hopes of having enough cap space to sign major free agents in the off-season. The incentive for the teams is extremely high because the top players have a pay ceiling. Meaning that the most a player can receive is about $40million per year. Of course that is a ridiculous amount of money, but top players (like Kevin Durant) would get significantly more if there was no ceiling (maybe $60million/year). So these players are the biggest bargains around. Teams don't sign players for this year so they could just have the chance to sign one, or even two max players. This would be ok if the strategy ensured a top player, but it certainly does not. 10 teams have gutted their roster is hopes of getting 1 of the 4 elite players available. At best, six of those teams will have ruined their season and got nothing.  And those teams of a choice of sucking again (on purpose) or signing less talented players for max money. Since the league is star driven, too many teams choose to just keep on sucking, while their games unwatchable, with the hopes of getting that special free agent, who is probably never going to come. The quick solution is to remove the maximum salary from any individual player.

Here are some other NBA thoughts:
- Why let the worst team get the best players in the college draft. Who thought it was a good idea to put the most exciting young players on the worst run teams.  The draft spot should rotate each year, regardless of how the team does.
- If an offensive player initiates 100% of the contact, it cannot be a defensive foul. This pertains to offensive players throwing their legs or elbows out while shooting, players blindly driving to the basket, players swiping their arms up (through the defensive players arms) just to draw a foul, etc. NBA is entertainment and these fouls are impossible to watch.
- If a player complains about a foul, and video replay clearly shows he was wrong, then he is assessed a technical foul either in the 2nd half of that game, or the next game. However, if the player is correct with his complaint, than he can scream and shout and jump up and down as much as they like. 
- If an all-star player doesn't try in the all-star game, they are not eligible to be an all-star the following year. They give maximum effort for 82 games, it is not too much to ask for one more game.
